基于管理创新理念的来华留学生高等教育发展研究

　　摘 要：发展留学生教育是服务国家扩大对外开放战略、提升国家软实力、实施《国家中长期教育改革和发展规划纲要（2010-2020年）》和《留学中国计划》的重要举措，也是提升高校国际化程度和强校的必由之路。长江大学作为省属院校，为有效发展留学生教育，深化改革，创新管理理念，形成了独特的留学生教育发展管理体制机制，使学校的留学生教育成为学校发展的亮点，为学校和荆州地方赢得国际声誉。本研究从长江大学留学生教育的发展现状出发，以《国家中长期教育改革和发展规划纲要》和《留学中国计划》为理论基础，阐述了管理创新理念内涵，分析了留学生教育的管理创新理念的有效性和可行性，同时也提出了管理创新理念在高校留学生教育工作中的启示，以为我国来华留学生高等教育发展提供借鉴。

　　Abstract： Running the education of international students in China is the crucial strategy to our country， because it can enlarge opening strategy， improve national soft power and implement the national education planning such as National Medium-Longer Term Education Reform and Development Program（2010-2020） and Studying Planning for International Students in China. Also it is the only way for us to promote the internationalization standard of our tertiaries and strengthen them. As one of provincial universities， Yangtze University， in order to efficiently run the education of international students in China， deepens the reform and innovates the management system and forms the management of our own property so as to make it become the highlight of our university and win the better international fame for both our school and Jingzhou City. Thus this paper starts from the present situation of international students in our university， theoretically guided by National Medium-Longer Term Education Reform and Development Program（2010-2020） and Studying Planning for International Students in China， expounds the connotation of our management innovation and analyzes the feasibility and flexibility of our management ideas. From these discussions， some rational implications are put forward， which the paper hopes can provide the valuable reference for international students in China Tertiary Schools.

　　在經济的全球化和高等教育国际化的今天，来华留学生教育成为国家和高校国际化程度和教育质量的重要标志。从经济发展战略的深层目标来看，经济的全球化和教育的国际化不仅是各国为了各自的经济、政治、教育、社会、安全等国家利益在全球范围内开展紧密的合作，同时更是进行激烈的竞争。因此，从教育层面来看，这就要求我国以更开放和创新的思维，抓住机遇在全球范围内竞争、吸引、分享、整合和配置包括学生、师资、技术、人才、资金等优质教育资源（李轶群，2012）。发展来华留学生教育自然就是实施高等教育国际化的策略之一，因为来华留学生教育不仅是强国的需要，更是社会经济发展的要求，同时是优化大学办学利益和引进国外高智商人才、弘扬和外宣中国文化的有效的快捷途径。
　　近几年，对我国211和985类的高校来说，来华留学生在国别、地缘、专业等方面有了很大的改善（耿虎，2010；郭玉贵，2012；李轶群，2012；游菲，2017），但在地方性的院校留学生教育发展还不那么理想，其原因主要是在留学生教育上实施的体制机制上创新意识不强。因此如何以创新思维开展有效的来华留学生高等教育发展是值得我们留学生教育工作者研究的课题。
　　本文以长江大学留学生教育为例，以《国家中长期教育改革和发展规划纲要》和《留学中国计划》为理论基础，阐述了留学生教育实施的管理创新理念的内涵，分析了管理创新理念在留学生教育规模的扩大、专业结构的优化、教学质量的提高、校园文化的丰富等方面的有效性和可行性，同时也讨论了管理创新理念在我国高校留学生教育工作中启示。
