　　今年的国庆黄金周期间，济南市城乡只有6963对新人举办婚礼或婚礼答谢仪式，创近年同期结婚人数最低水平。与以往的“十一”长假不同的是，今年的黄金周首次从9月末开始放假。不少原定在10月6日、7日结婚的新人受到了不同程度的影响，出现了一些“婚礼改期”。

　　2008 Shandong International Cultural Industry Fair (SDICIF) and Cultural Festival of Confucius were held at the same time. Jinan and Jining were the two meeting places. 　　济南市首次下调住房公积金贷款利率，5年以下贷款利率下调0.18%，5年以上贷款利率下调0.09%。经过调整，1年至5年的公积金贷款利率由原来的4.77%下调至4.59%，5年至30年贷款利率由原来的5.22%下调至5.13%。
　　Jinan lowered the interest rate on housing accumulation fund loan for the first time. 1-5 year interest rate was lowered from 4.77% to 4.59%. 5-30 year interest rate was lowered from 5.22%-5.13%.

　　济南市社区建设领导小组办公室出台《济南市打造“社区十分钟生活服务圈”指导标准》，“标准”对全市社区上门服务、代为联系服务、受理服务、协调协助服务多个方面近20项的服务内容进行详细规范，使社区居民不出居就能享受到高品质快捷的服务内容。
　　The Community Construction Leading Group Office of Jinan issued Directive Standard on Jinan Creating “Community Ten-minute Life Service Circle”. The “Standard” gave the details of the 20 service features such as home service and connecting service in the communities of Jinan.

　　9月24日起，解放阁上的济南解放纪念馆开始免费开放，市民和游客可在解放阁下的管理房领取免费票登阁参观。参观时间为：秋、冬季为9：00-17：00，春、夏季为8：00-18：00。济南解放纪念馆实行免费不免票的办法，参观人数较多的单位需提前预约。
　　From September 24, 2008, the Jinan Liberation Memorial Hall in Jiefang Pavilion was opened to the public free of charge. Citizens and tourists can get free tickets from the management room of Jiefang Pavilion. The tickets are free but also essential so reservation is required.

　　自10月1日起，济南市70岁以上老年人持公交老年人免费乘车卡可免费乘坐K系列公交车。为纪念济南市第二届城市“无车日”和老年人免费乘坐K系列公交车，老年免费乘车纪念卡日前正式对外发行，该卡限量发行3万余张，押金10元。
　　From October 1, 2008, people from Jinan over the age of 70 can take the K series buses for free. The cards are limited to about 30,000 and every card requires a 10-yuan deposit.

　　“2008中国济南当代国际摄影双年展”暨“第二届齐鲁国际摄影周”于10月12日至17日在济南举行。同时举办的还包括“第二届世界大学生摄影艺术展”和“第二届世界摄影家聚焦齐鲁大地国际摄影大奖赛”等四大主题活动。
