中国出台限制烟草广告新政策,世卫组织期待实施全面禁烟广告法案

2015年8月31日 世界卫生组织今天于北京发布媒体通报表示,中国新修订的《广告法》即将于9月1日生效。该法案中增加了对烟草营销广告的新限制内容。世卫组织对此表示欢迎,指出这是挽救数百万人免受使用烟草制品危害的重要一步,并呼吁中国尽快实施全面禁止烟草制品广告的法案。
世卫组织在31日的通报中表示,从9月1日起,新法案将禁止在大众媒体、公共场所、公共交通工具和室外发布烟草产品广告,同时还禁止向青少年发布任何形式的烟草广告。而在此前,设在路边广告牌的广告和在某些公共场所发布的广告是被允许的。
通报表示,烟草行业在零售点的广告主要是针对青少年人群。根据中国疾病预防控制中心的调查数据,4%的中国成年人表示过去30天中注意到零售店里的烟草广告。而在13-15岁的青少年中,40%以上的青少年表示曾注意到零售点里的烟草广告。这个数字是成年人的10倍。
通报表示,烟草产品的营销广告无异于推销死亡和疾病。世卫组织驻华代表施贺德表示,禁止各种形式的烟草广告、促销和赞助,是政府为保护公众免受使用烟草成瘾的危害所采取的最具成本效益的措施之一。他同时指出,新法案强调了保护青少年免受烟草广告的影响的重要性。由于大多数烟民都是在年轻时开始吸烟的,青少年尤其容易受到烟草营销的影响。阻止青少年从小开始吸烟就像接种疫苗一样,可以给他们提供终身保护。
31 August 2015 World Health Organization (WHO)released news at Beijing that China newly revised Advertisement Law would take effect on 1 September, which set new restrictions on tobacco commercials. WHO was pleased with this change and said this was an important step to protect millions of people from tobaccos. WHO also urged Chinese government to pass tobacco-commercials-ban bill.
According to the news, since 1 September, tobacco commercials would be not allowed to appear at mass media, public places, public transportation or outdoors, and any kind of tobacco commercials were banned to teenagers. Before this, billboards or commercials in some public places about tobacco had been legal.
Retail stores of tobacco mainly targeted at teenagers. According to the data from China Center Diseases Control, 4% ofadults noticed tobacco commercials at retail stores in the past 30 days. While among teenagers aged between 13 and 15, more than 40% of them paid attention to tobacco commercials at retail stores. Latter number was ten times of the former.
Tobacco commercials were selling diseases and death to people. Dr. Bernhard Schwartlander, the representative of WHO to China, said that prohibition of all kinds of tobacco commercials, sales and sponsor was one of the most cost-effective means for the government to protect the public from being hurt by tobacco addiction. Moreover, the new law highlighted the importance of preventing teenagers from influence of tobacco commercials. Teenagers were vulnerable to tobacco sales for a lot of smokers started when they were young. Stopping them smoking was like vaccination, which could provide them life-long protection.
